About
The ANC 8(a) AdvantageContracting with an ANC-Owned, SBA 8(a) Certified, ISBEE IT Provider
Arctic IT Government Solutions (AITGS) combines three powerful contracting designations — ANC ownership, SBA 8(a) certification, and ISBEE status — into a single, compliant IT services provider. This unique combination gives federal contracting officers unmatched procurement flexibility, speed, and socioeconomic impact.
Why AITGS
AITGS’s certifications are rooted in federal law and policy, each independently expanding your acquisition options.
- ANC-Owned: Legally designated socially and economically disadvantaged by statute; no individual disadvantage narrative required.
- SBA 8(a) Certified: Program term July 10, 2024 – July 9, 2033; eligible for sole-source and competitive set-aside IT awards.
- ISBEE: 51%+ Indian-owned and controlled per 13 CFR Part 121; qualifies under the Buy Indian Act and SBA programs simultaneously.
- GSA MAS Contract 47QTCA25D004C: Streamlined ordering vehicle for IT services (NAICS 541519) awarded January 28, 2025.
Streamlined, Accelerated Acquisition
Our ANC 8(a) status enables contracting officers to move from requirement to award in weeks, not months.
Direct Negotiation
Authorized under FAR Subpart 19.8 following SBA acceptance; no prolonged competitive evaluation
DoD Partnership Agreement (PA)
Allows direct award to AITGS; no SBA contract signature required
Open Scope Discussions
Permitted immediately after SBA approval, enabling pre-award tailoring for best outcomes
Faster Mission Execution
Helps agency partners achieve immediate workforce retention and work continuation from the day of award
No Sole-Source Dollar Threshold Cap
Unlike standard 8(a) firms, our ANC status removes the dollar ceiling on sole-source awards and supports enterprise-scale IT requirements of any size.
Standard 8(a) Firms
Standard 8(a) firms are capped at $4.5M sole-source for services; AITGS is exempt under FAR 19.805-1(b)(2).
Civilian Agencies
Civilian agencies can award up to $25M sole-source without a Justification and Approval (J&A); above $25M per FAR 6.303-1.
DoD Agencies
DoD agencies can award up to $100M sole-source without J&A; above $100M per DFARS 219.808-1.
Protest-Protected Awards
Contracting with us eliminates protest risk, keeping your IT programs on schedule and on budget.
- Legally protest-proof: Per 13 C.F.R. 124.517(a), no party may challenge an ANC 8(a) award to AITGS before SBA or any administrative forum.
- Reduces agency risk and administrative burden associated with competitive IT procurements.
- Award certainty protects mission-critical IT modernization, cybersecurity, and systems integration timelines.
Meet Small Business Goals
Every AITGS contract award counts toward multiple Congressionally mandated contracting targets and may generate direct savings.
- Fulfills SDB goals under FAR Part 19 and annual SBA reporting requirements.
- 5% DoD subcontracting rebate available to prime contractors under 25 U.S.C. 1544 when subcontracting to AITGS.
- 5% Indian Incentive Program (IIP) rebate to prime contractors on amounts subcontracted to an ISBEE like AITGS.
- Eligible across multiple set-aside programs: We can compete under 8(a), ISBEE, and other applicable socioeconomic vehicles.
ISBEE Priority & Buy Indian Act
Our ISBEE status carries its own statutory preference authority, independent of the 8(a) program.
- Mandatory ISBEE priority for all purchases, regardless of dollar value, per DIAR Part 1480 and HHSAR Part 326 for qualifying agencies.
- Buy Indian Act sole source to an ISBEE does not require a deviation determination.
- Dual addressable market: We qualify for both the 23% federal small business goal contracts and tribal preference contracts.
